Department activities

The Department was established by the Decree of the President of the Republic of Uzbekistan "On the introduction of a qualitatively new system of training qualified personnel in the field of criminal investigation" No. 257 dated November 28, 2022.

Since January 2023, the Academy of Law Enforcement of the Republic of Uzbekistan has been training the teaching staff of students and trainees in courses that are part of the bachelor's and master's degree system in specialties, retraining and advanced training.

Main functions of the department:

in the organization of educational work and education – The organization of educational work aimed at training highly qualified, scientific and analytical specialists in educational areas and specialties "jurisprudence: prosecutorial activity", "investigative activity" using advanced innovative methods and technologies with the full implementation of a credit-modular system, with the ability to interpret regulatory documents on the ground and independently draw conclusions; in the field of scientific and methodological work - development and regular improvement of the scientific and methodological foundations of the educational process, provision of teaching staff, students and students with teaching materials, preparation of scientific and methodological materials based on modern, foreign and domestic scientific literature and experiments based on the content of the modules of the department;

in the field of scientific research - from the priorities of political and economic, socio–cultural reforms carried out in the country, to conducting research on topical topics, taking into account the world experience of scientific research and international standards, and ensuring the practical implementation of their results;

in the field of organizational and methodological work - analysis and evaluation of the quality of education on the basis of mutual control, as well as ensuring the effective organization of other organizational and methodological measures;

in the field of spiritual, moral and educational affairs - to educate students in the spirit of society, love for the Motherland, duty and loyalty, to increase social activity and initiative, to educate in the spirit of respect for our national and spiritual values, to form an independent-minded free personality, to promote intellectual, physical and moral maturation, to form an active civic position.

Also, the training of highly qualified scientific and pedagogical personnel, improve and retrain them, work with projects of practical innovative programs, improve their qualifications in foreign countries, train highly qualified personnel who meet modern and international standards, carry out specific targeted work to create a teacher-mentor system between staff and young specialists with rich intellectual and scientific and pedagogical abilities.

- The modern history of Uzbekistan;

- Religious studies. Religious doctrine, spiritual and educational foundations of the fight against extremism and terrorism;

- Philosophy of Law;

- Professional and speech culture;

- Sociology;

- Written basis of the prosecutor's speech;

- Basics of the investigator's written speech;

- Political Science;

- Logic;

- Ethics and aesthetics;

- Methodology of scientific research;

- Methods of teaching special subjects.

Aminjonova Matluba Akhmedovna
		Head of the Department, Senior Counselor of Justice, Doctor of Science in Law (DSc), Professor. He defended his doctoral dissertation (DSc) on the topic "Issues of Obligations and Liability of the Parties in the Insurance Contract." Email: m.a.aminjonova@proacademy.uz

Advanced training in judicial and legal reforms was conducted in Germany (2009), France (2015), and South Korea (2025). He specializes in civil law, civil procedural law, economic law, family law, entrepreneurial law, labor law, prosecutorial oversight, and human rights.

He has published over 150 educational, methodological, and scientific publications, including 3 textbooks (co-authored), 4 study guides, 1 teaching guide, 1 methodological guide (co-authored), 3 monographs, and 1 practical guide.

DSc.31/31.12.2020 for the award of academic degrees at the Academy. As Chairman of the Scientific Council No. Yu.67.01, he contributes to the development of science.

In 2012, by Decree of the President of the Republic of Uzbekistan, he was awarded the "Shuhrat" medal.

Akramov Xusan Furkatovich
		Associate Professor of the Department, Doctor of Philosophy in Political Sciences (PhD), Associate Professor. In December 2021, he defended his PhD dissertation in sociology on the topic "Social Capital as a Factor in Improving the Quality of Life of the Population." he is working on a dissertation for the degree of Doctor of Sociological Sciences (DSc) on the topic "Content analysis of the hadiths of Imam Al-Bukhari as the cultural capital of Islamic rationalism." In co-authorship, he published textbooks "Sociology" for sociology, "Sociology" for jurisprudence (investigative activity), as well as textbooks "Sociology of Organizations," "Sociology of Religion" for all areas of education, and methodological manuals "Methodology, Methods, and Techniques of Sociological Research."

Khalikulova Khulkar Yuldashevna
		Associate Professor of the Department, Doctor of Historical Sciences, Jurist of the 3rd degree. (PhD). He defended his doctoral dissertation on the topic "Politics of Protection of Persons with Disabilities in Uzbekistan (1991-2018) " in the specialty 07.00.01 - History of Uzbekistan. Kamilov Davron Zafarovich
		Associate Professor of the Department, Counselor of Justice, Doctor of Philological Sciences. (PhD), Associate Professor. In July 2021, he successfully defended his PhD dissertation for the degree in Philosophy on the topic "Socio-Philosophical Analysis of the Secularization Process." Email: d.z.kamilov@proacademy.uz

DVV International, an international association of German universities, has a trainer's certificate.

Author of about 40 scientific works, 35 articles, including 8 in foreign publications, 3 textbooks, 1 monograph in co-authorship.

For the educational direction of jurisprudence (investigative activity) "Religious Studies. Spiritual and Educational Foundations of Combating Religious Fanaticism, Extremism, and Terrorism," and in co-authorship, a textbook titled "Religious Studies" for all educational programs.

Mengliqulov Umid Mamadiyevich
		Associate Professor of the Department, 2nd degree lawyer, Doctor of Philological Sciences. (PhD), Associate Professor. He defended his PhD dissertation on the topic "Ethnoculture of the Surkhan Oasis (genesis, features and development trends)." Abduazimova Zarina Amirovna
