From the first days of the independence of the Republic of Uzbekistan, special attention was paid to the improvement of the activities of prosecutor's offices, as well as to the improvement of the qualifications of employees of prosecutor's offices.

For this purpose, on January 24, 1992, the decision of the Cabinet of Ministers of the Republic of Uzbekistan No. 33 "On issues of organizing the activities of the prosecutor's office of the Republic of Uzbekistan" was adopted, and according to it, the problems of strengthening the legislation at the prosecutor's office of the Republic of Uzbekistan and the Prosecutor-Investigation Staff Training Center were established. In addition to improving the skills of prosecutors, this center is also set to carry out scientific activities, therefore, based on the order of the Prosecutor General of the Republic of Uzbekistan No. 869 of December 20, 1994, the Scientific Council of the Center for Strengthening the Legislation and Improving the Skills of Prosecutor-Investigators was established.

The reforms carried out in our republic over the past years required the improvement of the activity of this center, and according to the decision of the President of the Republic of Uzbekistan No. PQ-727 of November 7, 2007, higher educational courses of the General Prosecutor's Office of the Republic of Uzbekistan were organized on the basis of this center.

The changes taking place in the country, the new priorities of socio-economic development, as well as the tasks of ensuring the rule of law and strengthening legitimacy, required the need to further improve the system of training, retraining, and improving the skills of prosecutors.

During the past period, a comprehensive analysis of the state of law enforcement, taking measures to eliminate the causes and conditions of law violations in a timely manner, ensuring the protection of the rights and freedoms of citizens, comprehensive protection of business entities in connection with the support, and a certain educational and scientific capacity were formed to train the employees of the prosecutor's office in the necessary knowledge and skills.

At the same time, the establishment of completely new directions for the activities of the prosecutor's office, and the strengthening of their role in the ongoing reforms and changes required the formation of a suitable staff that could effectively perform the assigned tasks.

In 2017-2021, in accordance with the tasks defined in the Strategy of Actions on the five priority areas of development of the Republic of Uzbekistan, as well as in order to create a modern system of training, retraining, and improving the skills of the personnel of prosecutor's offices, the President of the Republic of Uzbekistan's "Prosecutor's Offices" Decree No. PF-5438 dated May 8, 2018 "On measures to fundamentally improve the system of training, retraining, and upgrading their qualifications," Pursuant to the decree, the higher educational courses of the General Prosecutor's Office of the Republic of Uzbekistan were reorganized into the Academy of the General Prosecutor's Office of the Republic of Uzbekistan.

Based on the decree of the President of the Republic of Uzbekistan dated November 28, 2022 "On the introduction of a qualitatively new system of training qualified personnel in the field of criminal investigation" PF-257, the Academy of Law Enforcement of the Republic of Uzbekistan was established on the basis of the Academy of the General Prosecutor.

The Law Enforcement Academy of the Republic of Uzbekistan, as an educational and scientific research institution, does the followings:

- training, retraining, and upgrading of qualified personnel in the field of crime investigation;

- training of personnel on the basis of the budget and payment contract with the awarding of the "bachelor", "master" degrees and the awarding of a diploma of the state model;

- professional retraining of candidates for positions in prosecutor's offices in the form of primary specialization;

- professional retraining of reserve personnel for leadership positions in prosecutor's offices;

- on the basis of short-term programs, to improve the skills of employees of state bodies and other organizations in the field of prevention of offenses, cooperation in the field of combating crime and corruption;

- training of highly qualified scientific and scientific-pedagogical personnel in accordance with the legislation;

- all types of educational, methodological, scientific-research, and information-analytical activities involving national, foreign, and international grants;

- to send professors and teachers, employees, and students for internships to state authorities, state and economic management bodies, public organizations, as well as higher education and research institutions, including foreign countries;

- carries out publishing activities.

Training, retraining, and professional development programs for personnel at the academy are carried out in accordance with the established procedure on the basis of the budget and payment contract.

In the academy, a continuous training system aimed at training personnel in the field of crime investigation on the basis of a unified approach, ensuring an integral connection with practice, was launched.

In accordance with Resolution No. PD–228 of the President of the Republic of Uzbekistan dated June 21, 2024, “On Measures to Introduce a System for the Continuous Improvement of Knowledge of the Population and Civil Servants in the Field of Combating Corruption,” starting from January 1, 2025, the Anti-Corruption Virtual Academy has been established to ensure the continuous improvement of knowledge of the population and civil servants in the field of combating corruption.

The organization and administration of educational activities within the Virtual Academy shall be carried out by the Anti-Corruption Agency and the Law Enforcement Academy.

In this regard, the Academy shall:

ensure the continuous functioning of the Virtual Academy, as well as the regular replenishment and updating of educational content and materials;

organize the educational process in the field of combating corruption, including the development of curricula and training programs, and publish information about training courses on the Virtual Academy platform;

establish an electronic database reflecting the results of learners’ knowledge acquisition and maintain a register of individuals who have completed the training courses;

involve qualified specialists from state bodies and organizations, as well as from higher education and research institutions, including foreign experts, in the educational process.

In accordance with Resolution No. PD–229 of the President of the Republic of Uzbekistan dated June 21, 2024, “On Measures to Organize Research Activities in the Field of Digital Forensics,” the Digital Forensics Research Institute has been established on the basis of the Digital Forensics Scientific and Methodological Center of the Law Enforcement Academy.

The following additional tasks have been assigned to the Academy:

to conduct innovative research in the field of digital forensics, analyze large volumes of data (“Big Data”), artificial intelligence, and other advanced technologies, and introduce them into practice;

to provide practical digital forensic assistance to law enforcement agencies in carrying out operational-search measures, pre-investigation inquiries, and investigative actions aimed at identifying, seizing, preserving, and examining digital traces of crimes;

to introduce modern technologies and tools for digital forensic examinations;

to implement modern technologies and tools for searching, collecting, and analyzing digital data within criminal investigations, as well as for detecting crimes committed using crypto-assets, cloud technologies, and other digital means;

to participate in the development of international scientific and technical cooperation in combating cybercrime and to implement joint scientific, technical, and innovative projects with foreign partners;

to train qualified personnel possessing knowledge and skills in combating cybercrime and in the use of modern technologies;

to develop and continuously improve methodologies for conducting forensic examinations in the field of digital forensics;

to identify existing problems in the practice of detecting and investigating crimes committed using digital technologies and to develop proposals for their elimination.

Starting from August 1, 2024, the Digital Forensics Research Institute has been granted the following rights:

to conduct forensic examinations and research in the field of digital forensics;

to identify, seize, preserve, and examine digital traces of crimes and to prepare expert conclusions based on the analyzed data;

to provide distance and traditional training to specialists operating in the field of digital forensics on modern types of digital forensic examinations;

to engage qualified local and foreign specialists on a contractual basis to carry out digital forensic activities and to effectively organize the work of specialized forensic laboratories;

to use, within the framework of research and experimental-design work, as well as technical equipment and component parts, the collection of digital data storage devices maintained by the Ministry of Internal Affairs (including mobile phones, smartphones, tablets, computer equipment, video recorders, hard drives, flash memory devices, and external storage devices);

to request and receive, free of charge, statistical and other information necessary for conducting research activities from ministries and agencies.
