Scientific and Methodological Center for Digital Forensics

In accordance with the Decree of the Head of State No. PD-257, the Scientific and Methodological Center for Digital Forensics was organized in the structure of the Law Enforcement Academy of the Republic of Uzbekistan.

The Scientific and Methodological Center for Digital Forensics carries out educational, educational, methodological and research activities in the field of digital forensics, methods for investigating cybercrime, collecting data from the Internet, and using special software.

The purpose of the center is to prepare students of the academy for independent professional activities as law enforcement officers with special knowledge for investigating crimes in hot pursuit, conducting investigative and operational-search activities with timely identification, detection and fixation of material evidence using modern digital forensic tools.

Thus, conditions have been created for strengthening methodological and scientific-analytical activities related to improving knowledge in the field of cyberlaw, studying modern technologies for combating cybercrime, and actively responding to threats and challenges in cyberspace.

As part of the center, the only Dark Web training laboratory in our country has been organized, which makes it possible to form the practical skills of law enforcement officers in finding and fixing relevant digital evidence in hidden Internet networks.

To date, the laboratory is equipped with modern computer and network equipment, including the necessary software for working in the hidden segment of the Internet.

The educational process uses modern methods, techniques and tools of digital forensics to identify, identify and analyze digital evidence stored on various electronic devices.

On the basis of the laboratory, training courses and research are conducted to investigate crimes committed using cryptocurrencies and the Darknet network.

In addition, the staff of the center regularly conducts trainings and seminars with the participation of foreign experts on the issues of investigating cybercrime.

At the same time, special attention is paid to expanding the base of teaching aids on combating cybercrime.

In particular, in cooperation with specialists from the Organization for Security and Cooperation in Europe, a special training manual “Crimes in the field of information technology (cybercrimes): types, qualifications and strategies for conducting investigations” was prepared, and more than a thousand copies of the publication were sent to all law enforcement agencies and their educational institutions to use.

H. M. Gadzhiev is the author of more than 25 scientific and educational-methodological works, including scientific articles (4 of them published in foreign journals), 1 educational-methodological manual, and 3 methodological recommendations for experts in digital expertise. He is also the author of the textbook “Crimes in the field of information technology (Cybercrimes): Types, qualification, and tactics of conducting investigative actions”.

He has been awarded the commemorative medals “25 years of independence of the Republic of Uzbekistan” and “30th anniversary of the Ministry of Internal Affairs of the Republic of Uzbekistan”.

He completed an advanced training course on the international standard ISO 17025, as well as a retraining course at the Institute for advanced training and retraining of personnel of the state committee of forensic examinations of the Republic of Belarus in the field of computer devices and technologies, and radio-electronic device examination.

He is a co-author of methodological guidelines for experts, including “Conducting forensic computer-technical examinations”, “Determining the technical characteristics of computer devices”, “Conducting research in forensic radio-technical examinations”, “Methodology for the research and analysis of large data sets (Big data),” as well as several other methodological works.

He is a certified specialist in Kronos non-relational database management systems and Oracle database management, as well as in the fields of telecommunications, control systems, and programming.

He is the author of a system for the collection and processing of information, as well as for the initial processing of messages involving money or other property, on the basis of which the information system of the department for combating economic crimes under the Prosecutor General’s Office has been developed.

He is authorized to independently conduct examinations in the specializations of “Computer-technical examination, “Mobile device examination, and “Database examination.

Author of 10 scientific, educational, and methodological works, including scientific articles (one of which was published in a foreign journal) and 2 methodological guidelines for investigators and experts in the field of working with digital evidence.

He participated in the development of 2 educational modules in the disciplines of law enforcement activities and digital forensics.

He has been awarded the commemorative medals “25 Years of the Constitution of Uzbekistan” and “30 Years of the prosecution service of Uzbekistan.

Centre for combating cybercrime and supporting digital investigation

The centre provides practical assistance to law enforcement agencies in digital forensics during operational-search activities, pre-investigation checks, and preliminary investigative actions, including the identification, seizure, preservation, and examination of digital traces of crimes, as well as crimes committed with the use of crypto-assets. In addition, the centre develops evidence-based recommendations through the study of pre-investigation materials, administrative offence cases, and criminal cases on the basis of scientific approaches. These recommendations are introduced into law enforcement practice in order to identify the causes and conditions of cybercrime, as well as to address existing problems in the detection and investigation of cybercrimes.

Methodological support department

The methodological support department is engaged in developing draft regulatory documents for the advancement of digital forensics, creating methodological and other manuals for conducting digital forensic research and examinations, disseminating these methodological recommendations and monitoring compliance with them. The department also prepares scientifically grounded conclusions in accordance with forensic examination methodologies, develops forensic methodologies in new areas of digital forensics, ensures their inclusion in the unified register of forensic methodologies, and oversees their submission to government authorities. In addition, it conducts scientific research and educational activities, and coordinates the organization of scientific and representative events.

The department organizes training seminars, workshops, and master classes in the field of digital forensics, as well as publishes the international scientific and practical journal “Digital forensics.

Digital forensics laboratory

The laboratory’s activities are focused on the discovery, preservation, and identification of digital evidence, including traces from the Darknet, as well as the analysis of data stored on various electronic devices. It conducts analytical research on information obtained from IoT devices, social networks, and messengers. The laboratory carries out scientific research and experimental-development projects, introducing achievements of modern science and technology, digital forensics methodologies, and new software solutions. It studies emerging digital threats and develops methods for their detection and analysis. The laboratory also organizes training programs on cybercrime investigation, detection and analysis of digital traces, and practical applications of forensic technologies.
