A system for continuous improvement of knowledge in the field of anti-corruption is being introduced.

 

In accordance with the Law of the Republic of Uzbekistan “On Combating Corruption,” one of the main directions of state policy in the field of combating corruption is enhancing the legal awareness and culture of the population and shaping an uncompromising attitude toward corruption in society.

The Presidential Decree of the Republic of Uzbekistan No. PD-228, signed on June 21 of this year, “On measures to introduce a system of continuous improvement of knowledge in the field of combating corruption for the population and public servants,” is aimed at addressing this urgent issue.

According to the Presidential Decree, starting from January 1, 2025, the Anti-Corruption Agency and the Law Enforcement Academy will launch an electronic platform and its mobile application called the “Virtual Academy of Anti-Corruption.”

Within the framework of this system, the Academy will:

- Ensure the continuous operation of the Virtual Academy, regularly replenishing and updating educational content and materials;

- Organize the educational process in the field of anti-corruption, including developing study plans and programs and posting information about training courses on the Virtual Academy;

- Form an electronic database based on the results of learners’ knowledge acquisition and maintain a registry of individuals who have completed training courses;

- Involve qualified specialists from state bodies and organizations, higher education and research institutions, including foreign experts, in the educational process.

Training in the Virtual Academy will be carried out on the basis of basic and specialized training courses for:

- Representatives of the population, business entities, non-governmental organizations, and other civil society institutions;

- Students and pupils of educational institutions;

- Public servants of state bodies and organizations;

- Employees of enterprises with state participation.

State bodies and organizations will ensure the regular improvement of their employees’ qualifications in the field of combating corruption.

Basic training courses will be provided free of charge, while specialized training courses will be offered on a fee-based contract (the cost of improving qualifications will be covered by the state body or organization from the budget and extrabudgetary funds allocated for this purpose and other sources).

Public servants are required to undergo training in specialized courses within three months of being hired and at least once every three years thereafter.

Special courses for employees working in internal anti-corruption structures and state service positions with high corruption risks will be conducted based on advanced training programs.

Individuals who successfully complete specialized courses will be awarded a certificate of the established sample.

Additionally, the Academy will maintain an electronic database of achievements in the field of anti-corruption, national and foreign practices, scientific, methodological, and practical developments, and research works in compliance with copyright, to be hosted on the Virtual Academy.

Moreover, quality animated films, video clips, and audio materials will be created and delivered to users through the Virtual Platform under the Anti-Corruption Education and Youth Empowerment Global Resource (GRACE) program.
