Announcement for the Position of Business Analyst

 

A competition is announced for the position of Senior Business Analyst in the Department of Information and Communication Technologies and Information Security at the Law Enforcement Academy of the Republic of Uzbekistan (temporary, contract-based position).

About the Academy:
In accordance with the Presidential Decree No. PF-257 "On the Introduction of a Qualitatively New System for Training Qualified Personnel in the Field of Crime Investigation" dated November 28, 2022, the Law Enforcement Academy of the Republic of Uzbekistan was established on the basis of the General Prosecutor's Academy.

The main activities of the Academy include the training, retraining, and advanced training of personnel in the field of investigation and other law enforcement activities.

Currently, there is a need to attract a Senior Business Analyst on a temporary basis to the Department of Information and Communication Technologies and Information Security. If the documents submitted by the expert are approved, a bilateral civil contract will be concluded with them.

Responsibilities of the Business Analyst:

  • Analyze existing software systems and identify inefficient components;
  • Develop recommendations to improve efficiency and reduce costs;
  • Collect, analyze, and formalize requirements for each project;
  • Define goals and tasks for all project participants;
  • Develop plans including financial forecasts, risk analysis, and profitability assessment;
  • Ensure effective communication between various departments and project participants;
  • Coordinate the work of the team to achieve goals within set deadlines;
  • Monitor project implementation;
  • Prepare regular reports on the project status.

Candidate Requirements:

  • Higher education (priority given to those with education in Information Technology);
  • Age: 25 to 55 years old (up to 50 years for women);
  • Experience in process management, business process design, and development (at least 5 years);
  • Theoretical knowledge and practical experience in Change Management;
  • Experience in developing specifications and setting tasks for developers;
  • Knowledge of software development cycles;
  • Skills in requirement characteristics;
  • Experience working with external clients: gathering requirements, determining actual needs;
  • Experience in designing documentation (business requirements, functional models, process design);
  • Study of existing business processes and algorithms, development and description of "as is" and "to be" designs;
  • Knowledge of management, methodology, and process description recording (ABS, Jira, SQL, Confluence, BPMN2.0, UML, eEPC, etc.);
  • Personal qualities such as politeness, cultural awareness, creativity, patriotism, initiative, responsibility, and the ability to work independently are required.

Employment of the business analyst is carried out in accordance with the internal regulations of the Academy and is formalized by an order of the Academy's head.

Work Term: 10 months, with the possibility of permanent employment at the Academy based on a labor contract if necessary.

Compensation: The amount of payment for the work performed is determined by mutual agreement and is paid based on the results of the work completed.

Requirements: Initiative, teamwork skills, timely completion of assigned tasks.

Work Schedule: 40 hours, 5 days a week.

The candidate must personally apply to the Academy's HR department with a passport or ID card and submit the relevant documents (passport or ID card), resume, diploma of higher education and its transcript, copy of the work record book, and STIR certificate. After reviewing the submitted documents, if necessary, the candidate will be interviewed by a commission.
