International Scientific and Practical Conference dedicated to the second anniversary of the establishment of the Law Enforcement Academy of the Republic of Uzbekistan


On November 21st, 2024, an international conference titled “Global Challenges and Threats in Law Enforcement: Modern Strategies and Solutions” commenced in Tashkent, dedicated to the second anniversary of the establishment of the Law Enforcement Academy of the Republic of Uzbekistan.

The purpose of the conference is to create a unified platform for discussing and analyzing innovative approaches in the educational process, exchanging experiences in training personnel for law enforcement and investigative activities while considering modern challenges, and developing recommendations and practical scientific approaches to improve the legal framework for law enforcement and investigative activities.

The conference was organized in the form of plenary and thematic parallel sessions. On the first day, participants discussed various issues, including new challenges and trends in combating corruption, money laundering, and the financing of terrorism, the importance of digital forensics in investigative activities, science and education in law enforcement, the use of artificial intelligence and enhancing prosecutorial oversight in investigating crimes related to human trafficking.

Over 150 international and national experts, leading scholars, experienced professionals in law enforcement, and researchers participated in the conference.

The conference was opened with welcoming remarks by Deputy Prosecutor General of the Republic of Uzbekistan S.B. Ortikova, Director of the National Center for Human Rights of the Republic of Uzbekistan, academician A.Kh. Saidov, Deputy Chairman of the Supreme Court of Uzbekistan O.Kh. Ismailov, UN Resident Coordinator in Uzbekistan S. Mahl, Ambassador and Head of the OSCE Project Coordinator in Uzbekistan A. Karttunen, U.S. Ambassador to Uzbekistan J. Henick, Executive Director of the NGO “Regional Dialogue” K. Gertzchak and Acting Regional Representative and International Program Coordinator for Afghanistan, Central Asia, Iran, and Pakistan from the UNODC, Yu. Kurbonov. They highlighted the importance of science and education in organizing effective law enforcement activities, ongoing reforms in the sector, and collaborative projects in combating transnational organized crime and corruption, ensuring human rights, and other critical areas.

During the plenary session, presentations were delivered by the First Deputy Head of the Law Enforcement Academy of the Republic of Uzbekistan E.V. Kolenko, First Deputy Chairman of the Investigative Committee of the Republic of Belarus O.S. Shandarovich, Rector of the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of Kazakhstan M. Sexembayev, Head of the Academy of the Ministry of Internal Affairs of Uzbekistan R.A. Khatamov, President of the Turkish Justice Academy Muhittin Özdemir, Acting Rector of Tashkent State University of Law I.R. Rustambekov, Director of the Institute for Advanced Training of Law Enforcement, Legality, Crime Studies, and Prosecutorial Personnel of the Republic of Tajikistan Sh. Kurbonzoda, and Head of the Strategic Planning and Risk Identification Department of the Scientific-Educational Center of the General Prosecutor’s Office of Azerbaijan A. Ojagverdiyev.

Parallel sessions were held on topics such as “Current Issues in Science and Education in Law Enforcement, and the Use of Artificial Intelligence”, "New Approaches to Organizing Investigative Activities: The Role of Digital Forensics”, “Combating Corruption, Money Laundering, and Terrorist Financing: Modern Challenges and Trends”, and “Improving the Efficiency of Prosecutorial Oversight in Investigating Human Trafficking Crimes”.

Based on the results of the sessions, practical recommendations were adopted to enhance the scientific and educational potential of the law enforcement sector, ensure human rights in the activities of responsible agencies, implement anti-corruption standards, recover criminal assets, strengthen inter-agency and international cooperation, and address other pressing issues.

The conference will continue its work on November 22nd, 2024.
