Republican scientific and practical conference on the topic: “Prospects for the implementation of artificial intelligence in judicial proceedings”


The issue of implementing artificial intelligence in the judicial and legal sphere is one of the most pressing in our country, as highlighted in several regulatory legal acts.

In particular, the conditions for the accelerated implementation of artificial intelligence technologies were outlined in the Digital Uzbekistan-2030 Strategy, approved by the Decree of the President of the Republic of Uzbekistan No. UP-6079 dated October 5, 2020. The Presidential Resolution No. PP-4996 dated February 17, 2021, “On measures to create conditions for the accelerated implementation of artificial intelligence technologies”, defined tasks such as the development of artificial intelligence technologies in our country. Furthermore, the Presidential Decree No. UP-11 dated January 16, 2023, “On additional measures for further expanding access to justice and increasing the efficiency of the courts”, approved a short-term development strategy for the judicial system, assigning a number of tasks to judicial authorities and the prosecution service.

This Decree places special emphasis on the full digitalization of courts, the implementation of artificial intelligence technologies, the improvement of interdepartmental electronic information exchange, the expansion of opportunities for remote participation in court hearings, and the key tasks of specialized prosecutors.

To this end, on February 13, 2025, the Law Enforcement Academy of the Republic of Uzbekistan hosted the Republican Scientific and Practical Conference on the topic: “Prospects for the implementation of artificial intelligence in judicial proceedings”.

The event was attended by the faculty of the Academy, representatives of the General Prosecutor’s Office, the Supreme Judicial Council, the Supreme Court, the Ministry of Digital Technologies, the National Center for Human Rights, the Institute of State and Law of the Academy of Sciences, the Higher School of Judges under the Supreme Judicial Council, Tashkent State University of Law, the Academy of the Ministry of Internal Affairs, the University of Public Security, independent researchers and doctoral candidates, as well as other representatives of the scientific community. The participation format included both online and offline modes.

During the conference, participants discussed the prospects for integrating artificial intelligence technologies into the judicial system, the legal aspects of their application, international experience, as well as existing challenges and ways to address them.

Particular attention was given to the following key issues:

– Legal foundations for the implementation of artificial intelligence in judicial proceedings;

– Use of artificial intelligence in legal analysis and document automation;

– Foreign experience in using artificial intelligence for judicial decision-making;

– Electronic judicial system and intelligent support tools;

– Information security in judicial proceedings with artificial intelligence integration;

– Risks associated with artificial intelligence in the judicial and legal sphere and ways to mitigate them.

Conference participants noted that the integration of artificial intelligence into judicial proceedings will enhance the efficiency and transparency of court processes, reduce human factor influence, and improve the effectiveness of justice.

At the conclusion of the conference, the necessity of developing recommendations for the effective application of artificial intelligence technologies in judicial practice was emphasized. Participants and members of the public received expert answers to their questions.
