The series of seminar-trainings “ICT crime: from detection to court decision (Introductory course for judges)” has terminated


The series of seminar-trainings “ICT crime: from detection to court decision (Introductory course for judges)”, organized in April of this year, has successfully concluded. The events were organized by the OSCE project coordinator in Uzbekistan in collaboration with the Research institute of digital forensics of the Law enforcement academy of the Republic of Uzbekistan, the Supreme judicial council, and the Supreme school of judges.

The seminars and trainings took place on April 14-15 in Tashkent, April 21-22 in Fergana, and April 23-24 in Namangan. Participants included investigative judges, as well as judges handling criminal cases related to information technology crimes, including representatives from the criminal chambers of regional, city, and district courts. Additionally, within the framework of the educational program, separate sessions were conducted for employees of the prosecutor's office and law enforcement agencies.

Leading experts for the seminars included Kirill Klevtsov, Associate professor of the department of criminal law, procedure, and forensics at the National research university “Higher school of economics” (Moscow), Candidate of legal sciences, associate professor, and head of the Research institute of digital forensics, Gayrat Musaev, and Khagani Gadzhiev, head of the specialized center for digital research at the same institute.

The training program focused on developing judges’ competencies in qualifying and handling cases related to information technology crimes. Special attention was given to the admissibility of digital evidence in criminal proceedings, criteria for assessing its relevance and reliability, methods of expert-analytical research of electronic traces, and international legal standards in the fight against cybercrime.

The closing ceremony of the series of seminars took place in Namangan, with the participation of Mr. Antti Karttunen, head of the OSCE mission in Uzbekistan. Participants highly appreciated the practical orientation of the trainings, the relevance of the materials, and the professionalism of the experts, emphasizing the need for regular educational events of this kind.
