The Law Enforcement Academy of the Republic of Uzbekistan announces a competition for the position of Tutor Specialist at the Department of Youth Affairs, Spirituality, and Enlightenment (temporary employment under a service contract)


About the Academy:In accordance with Presidential Decree No. PF–257 of November 28, 2022, "On Introducing a Qualitatively New System of Training Qualified Personnel in the Field of Criminal Investigation", the Law Enforcement Academy of the Republic of Uzbekistan was established on the basis of the Academy of the Prosecutor General's Office.

The main areas of activity of the Academy are defined as follows:

Deep, targeted basic training of specialists in the field of criminal investigation by introducing an effective system for developing high moral, psychological, analytical, and professional qualities in students, harmonized with a culture of unconditional respect for human rights and freedoms.

Formation and development of special professional skills, as well as training, retraining, and professional development of personnel in the field of investigation and other areas of law enforcement based on programs aimed at conveying the essence and content of judicial and legal reforms.

Organization of the educational process aimed at ensuring the close connection between theoretical training and law enforcement practice, including in the form of distance learning, based on modern teaching methods, pedagogical, and information technologies.

Establishment of a unified system for training, retraining, and advanced training of prosecution staff to develop and strengthen knowledge and skills, including systemic analysis, critical thinking, justice, and responsibility in ensuring legality.

Training of highly qualified scientific and pedagogical personnel and conducting complex scientific research on the most pressing issues of law enforcement on a systematic basis, including with the involvement of national and international grants.

Analysis and diagnostics of the causes and conditions of crime, including the study of pre-investigation materials and criminal cases in the context of specific types of crimes, as well as methodological and advisory support for crime prevention and combating crime.

Currently, there is a need to temporarily engage a Tutor Specialist at the Department of Youth Affairs, Spirituality, and Enlightenment. If the documents submitted by the specialist are approved, a bilateral civil-law contract will be signed between the specialist and the Academy. Preference may be given to tutors who have previously worked at the Law Enforcement Academy.

The tutor shall perform the following duties:

Regularly engage in the moral, ethical, and professional upbringing of students.

Continuously improve skills, professional training, theoretical knowledge, and work experience.

Respect the honor, dignity, and reputation of students.

Take into account the psychological and individual characteristics of students, their physical and mental health, physiological development, and ensure conditions for the education of persons with physical, mental, sensory, or psychological disabilities.

Create a database of students in tutor groups and submit it to the Faculty of Undergraduate Studies.

Not disclose personal information about students without their consent and not transfer it to third parties.

Coordinate and monitor the academic, moral, and scientific activities of students.

Regularly monitor and analyze students’ academic performance, attendance, and participation in formation drills.

Visit (at least once every two months) the residences of students living in dormitories, rented housing, with close relatives, or in their own homes, to study living conditions and take measures to improve them.

Conduct spiritual, educational, and socio-political conversations with the assigned student groups (both in groups and individually, at least once a week in groups and at least twice a month with each student individually), and regularly organize communication with students’ parents.

Organize and ensure the effectiveness of “Information and Mentoring Hour” and “Soft Skills” training sessions once a week according to the class schedule.

Form and maintain an individual portfolio for each student in tutor groups and keep records of “Tutor Hours” and planned events.

Regularly meet with parents to provide information on students’ behavior, conduct, and compliance with internal regulations.

Familiarize students and their parents or legal guardians with the Internal Rules of the Academy, Dormitory Rules, and other regulatory documents governing educational activities.

Immediately report any emergency problem situations involving students to the Academy administration.

Regularly carry out awareness-raising activities among students, with the participation of subject-matter specialists, to prevent offenses, crimes, and religious extremism.

Organize ongoing preventive work on the harmful consequences of alcohol, tobacco, and psychotropic substance use.

Identify students in need of financial assistance and submit proposals to the administration for their social support.

Monitor students’ compliance with the Internal Rules and other internal (local) documents, and submit reports to the Department of Youth Affairs, Spirituality, and Enlightenment regarding measures to be taken against students who violate these documents.

Organize the work of student clubs and circles for which they are responsible, ensure maximum student membership, and monitor participation in these activities.

Fulfill other obligations in accordance with applicable legislation, local regulations of the Academy, and the contract.

Candidate requirements:

Must have higher education (preference given to those with academic degrees or titles).

Must be at least 25 years old and not older than 55 years (50 years for women).

Must have at least 2 years of work experience in pedagogical, psychological, educational, methodological, or managerial activities in the education system, or in the field of youth affairs and spiritual-enlightenment work.

Must not be deprived of the right to teach under applicable legislation.

Must possess exemplary personal qualities: intelligence, cultural refinement, creativity, politeness, patriotism, initiative, responsibility, and independence.

Hiring of tutors is carried out in accordance with the procedure established by the Academy’s internal regulations and by order of the head of the Academy.

Duration of work:
The term of employment is set for 10 months, with the possibility of future employment under a labor contract based on necessity.

Payment:
The amount of payment for the work performed will be determined by mutual agreement of the parties and paid to the candidate based on the results of the work performed.

Other requirements:
Initiative, ability to work in a team, timely completion of assigned tasks.

Working hours:
40-hour work week, 5 working days per week.

Application procedure:

The candidate must personally apply to the Academy’s Human Resources Department with a civil passport or ID card and submit the following documents: identification document, CV, diploma of higher education and its transcript, copy of employment record book, and taxpayer identification number certificate. After the submitted documents are reviewed, if necessary, the candidate will be invited for an interview with a commission.
