Report of the Academy’s representative at the University of Paris-Saclay


A scientific seminar was held at the prestigious University of Paris-Saclay in France, where the head of the department of international law and human rights protection at the Law Enforcement Academy, L.Kh. Isakov, presented a report on the topic: “Protection of the rights of Central Asian migrants: a comparative legal analysis”.

The Faculty of Law of the University of Paris-Saclay and the Research institute of public law as part of the postdoctoral program organized the seminar. Leading professors, lecturers, doctoral candidates, and researchers from France took part in the event.

In his report, L.Kh. Isakov presented a comparative analysis of the legal status of labor migrants from Central Asia, differences in their legal protection in host countries, procedures related to visas and residency rights, the attitude of law enforcement agencies towards migrants, as well as problems in the social protection system. Additionally, special attention was given to the ongoing reforms in Uzbekistan aimed at ensuring human rights, issues of the rule of law, and international cooperation.

According to the U.S. News & World Report Best Global University Ranking, it ranks first in France, and according to the ARWU (Academic Ranking of World Universities), it holds the 13th position worldwide in terms of education quality.

The main goal of the postdoctoral program is to attract highly qualified lawyers from Central Asian countries to conduct research on current legal issues and the promotion of the rule of law, as well as to train competitive international-level researchers through the exchange of knowledge and experience.

Currently, the joint scientific research between the Academy and the University of Paris-Saclay is ongoing.
