As part of the international scientific-practical conference “Modern Challenges and Threats in Law Enforcement Activities in the Era of Digital Transformation”, a plenary session was held. It featured the participation of leaders of state authorities, representatives of academic and expert circles, and officials from international organizations.
Meaningful presentations addressing strategic approaches to ensuring the rule of law, the protection of human rights, the development of judicial reforms, and the fight against corruption were delivered by:
Saidov Akmal Kholmatovich – Director of the National Human Rights Center of the Republic of Uzbekistan, Academician;
Muslimov Ikrom Tukhthamurodovich – First Deputy Chairman of the Supreme Court of the Republic of Uzbekistan;
Eshmuradov Abdulhakim Khushbakovich – Chairman of the Committee on Judicial and Legal Issues and the Fight Against Corruption of the Senate of the Oliy Majlis;
Burkhanov Akmal Eshondedaevich – Director of the Anti-Corruption Agency of the Republic of Uzbekistan;
Shirinov Jahongir Jabbarovich – Chairman of the Committee on Judicial and Legal Issues and the Fight Against Corruption of the Legislative Chamber of the Oliy Majlis;
Allaberganov Atabek Valijanovich – Deputy Chairman of the Accounts Chamber of the Republic of Uzbekistan;
Antti Karttunen – OSCE Project Coordinator in Uzbekistan;
Petra Goryup – Head of the Regional Dialogue International NGO in Uzbekistan;
Vasiliev Anatoly Ivanovich – Deputy Chairman of the Investigative Committee of the Republic of Belarus.
The presentations emphasized the rule of law, strengthening cooperation between state authorities and civil society institutions, increasing the openness of state bodies, and the role of international cooperation in countering transnational threats.
Particular attention was paid to the role of the Law Enforcement Academy as a leading center for education and scientific research, training highly qualified personnel for the Prosecutor’s Office and other law enforcement agencies. In the context of digital transformation, the Academy actively contributes to introducing modern teaching methods, expanding international cooperation, and creating scientific solutions for pressing issues related to security and law enforcement.
The plenary session set high intellectual standards for the subsequent section meetings and inspired new ideas and approaches aligned with the demands of the digital era.

These signed agreements will foster experience sharing, joint scientific projects, and educational programs, strengthening the institutional potential and digital resilience of the law enforcement system.
