At the Law Enforcement Academy of the Republic of Uzbekistan, the regional seminar “Before the crisis: protection of public places” has been launched. The event is organized with the support of the delegation of the European Union to the Republic of Uzbekistan within the framework of the EU programme on combating crime and terrorism EU-ACT project, which unites the efforts of European and national experts in the field of crime and terrorism prevention.
The seminar will take place from 22 to 26 September 2025 with the participation of European Union experts who have many years of experience in the field of security.
The seminar has become a platform for dialogue among specialists from countries of the region, bringing together representatives of law enforcement agencies, relevant ministries and departments, as well as experts from Uzbekistan, Kazakhstan, Kyrgyzstan, and Tajikistan. Thanks to this, the format of the seminar is not only educational but also practice-oriented and regional in nature: the approaches and tools discussed are applicable with due regard to the specific context of each country.
The main goal of the seminar is to enhance the knowledge and skills of specialists in strengthening regional security and protecting public places from potential terrorist threats. Special attention is given to preventing crisis situations, improving response measures, and applying advanced European experience.
During the five-day programme, participants are studying key areas such as: identifying vulnerable targets and assessing factors influencing their selection by terrorists; conducting security audits, including risk analysis, detection of gaps, and formulation of recommendations; developing and implementing response plans that define the distribution of responsibilities and interaction among various structures; preventive legal measures; organization of the work of specialized judicial bodies dealing with counter-terrorism; as well as practical examples and successful risk management models based on European approaches.
In addition to lectures and presentations, the programme includes practical sessions and roundtables that enable participants to apply the acquired knowledge to real-life cases. This ensures not only the transfer of theoretical knowledge but also the development of practical skills for specialists in the region.
The format of the event promotes the creation of a shared space for cooperation in the field of security. Training specialists of the region according to unified standards and sharing advanced expertise helps to strengthen the capacity of Central Asian states in combating terrorism and ensuring the security of public spaces.
The event will last for five days. Its outcomes will include discussions, exchanges of views between delegations from Central Asian countries and EU experts, as well as the development of recommendations for further joint work.
The regional seminar represents an important step in advancing international cooperation, strengthening regional security, and building a sustainable system for protecting public places based on advanced European practices and regional needs.
