The international scientific and practical forum "TASHKENT CYBERLEX - 2026" has commenced its work at the Law Enforcement Academy of the Republic of Uzbekistan.
This forum, dedicated to the theme "Ensuring the Rule of Law in the Digital Age: Balancing Innovation, Human Rights, and Security," is being held in our country for the first time. The forum began its work as a prestigious international expert platform dedicated to ensuring the rule of law in the context of digital transformation, maintaining a balance between human rights and security, as well as the responsible and effective implementation of innovative technologies in the law enforcement system.
Today, digitalization, artificial intelligence, digital evidence, crypto-assets, and cybercrime are becoming one of the most relevant areas of state legal policy and the national security system. In this regard, the forum is of particular importance as a logical continuation of the policy aimed at building a digital state, modernizing the legal system and the law enforcement sphere in our country.
The forum is distinguished by a high level of national and international representation. The plenary session was attended by the Prosecutor General of the Republic of Uzbekistan Nigmatilla Yuldashev, Chairman of the Supreme Court Bakhtiyor Islamov, First Deputy Minister of Internal Affairs Botir Kudratkhodjaev, Commander of the National Guard Bakhodir Toshmatov, the leadership of the Senate Committee of the Oliy Majlis on Judicial-Legal Issues and Anti-Corruption, as well as representatives of international organizations and expert circles.
The involvement of experts from the Organization for Security and Co-operation in Europe, INTERPOL, the German Foundation for International Legal Cooperation (IRZ), the European Cyber Education Network (ECTEG), and other prestigious international institutions in the forum's work enhances its high expertise and practical significance.
"TASHKENT CYBERLEX - 2026" is also significant due to its extensive international representation and the geography of participants. The number of international participants and experts indicates that the forum is becoming a broad international dialogue platform rather than a regional one.
The forum's plenary session is dedicated to the theme "Ensuring the Rule of Law in the Digital Age: Balancing Innovation, Human Rights, and Security," forming a high-level political and expert dialogue platform to discuss modern approaches to ensuring a balance between legal policy, state security, and human rights in the context of digital development.
