The Academy announces a competition for the recruitment of IT specialists within the framework of educational environment digitalization projects (temporary contract-based work)

Due to the large-scale efforts being carried out to implement and develop digital education systems at the Law Enforcement Academy of the Republic of Uzbekistan, there is a need to engage qualified IT specialists for project-based work.

If the submitted documents are approved, a bilateral civil law contract will be concluded between the specialist and the Academy.

 

1. Backend Developer (Java)

Responsibilities:

Ø  Design and develop the server-side of educational platforms and information systems from scratch, as well as enhance and modernize existing modules.

Ø  Analyze the current codebase, carry out refactoring, and adapt systems to modern microservice or multilayer architecture standards.

Ø  Develop RESTful APIs and use WebSocket for interaction with frontend and mobile applications.

Ø  Implement integrations with public and private external services.

Ø  Design and optimize Oracle database schemas, write complex SQL queries, and implement business logic at the PL/SQL level.

Ø  Implement authentication protocols (Keycloak, JWT, OAuth), configure logging and monitoring systems, and optimize performance under high-load conditions.

Ø  Prepare technical documentation and architectural diagrams.

 

Requirements:

Ø  Higher education in information technology or relevant professional certifications;

Ø  At least 2–3 years of commercial Java development experience;

Ø  Strong knowledge of Spring Boot (Data, Security, MVC), Hibernate/JPA;

Ø  Practical experience with Oracle DB, PL/SQL, and Keycloak;

Ø  Good command of Git;

Ø  Understanding of OOP, SOLID principles, and design patterns;

Ø  Ability to work in a team, analyze, and maintain existing code.

 

2. Frontend Developer (Angular)

Responsibilities:

Ø  Develop scalable user interfaces based on Angular.

Ø  Create responsive and cross-browser solutions for web platforms.

Ø  Implement application state management architecture (NgRx or NGXS) to ensure data consistency and predictability.

Ø  Integrate with backend systems via REST API and work with authentication and authorization mechanisms (JWT).

Ø  Develop complex dynamic forms and configure validation and processing of user data.

Ø  Use component libraries (Angular Material, PrimeNG) and maintain a unified UI style across the platform.

Ø  Participate in Design Review and ensure that the implemented interface matches the approved design mockups.

 

Requirements:

Ø  At least 2 years of experience with Angular;

Ø  Strong command of TypeScript, RxJS, HTML5, and CSS3 (Tailwind CSS, SASS/SCSS);

Ø  Practical experience working with REST APIs;

Ø  Experience with state management systems (NgRx or NGXS);

Ø  Experience in team development using Git;

Ø  Understanding of responsive layout and cross-browser development principles;

Ø  Ability to write clean, maintainable, and well-structured code.

 

3. Mobile Developer (Flutter — Android/iOS)

Responsibilities:

Ø  Design and develop from scratch a cross-platform Flutter mobile application for the Academy’s educational platforms and information systems, running on Android and iOS.

Ø  Implement personal accounts for students, trainees and faculty in the mobile app: timetable, courses, assessment results, rating, attendance, learning materials and assignments.

Ø  Integrate with backend systems via REST API and work with authentication and authorization mechanisms (Keycloak, OAuth2/OIDC, JWT).

Ø  Implement push notifications (Firebase Cloud Messaging), offline mode, local caching and data synchronization.

Ø  Implement attendance tracking via QR code, geolocation and camera (Face ID).

Ø  Work with the service layer to integrate the mobile app with a payment system.

Ø  Adapt the app to different screen sizes and devices; implement the UI based on Figma mockups prepared by the UI/UX designer.

Ø  Ensure app stability and performance, monitor errors (Crashlytics), write unit and widget tests.

Ø  Publish the app to Google Play and the App Store.

Ø  Prepare technical documentation and application architecture diagrams.

 

Requirements:

Ø  At least 2 years of commercial mobile development experience, including at least 1 year with Flutter/Dart;

Ø  Experience with state management approaches (BLoC, Riverpod or Provider);

Ø  Practical experience with REST API, JSON, OAuth2/JWT;

Ø  Strong command of Flutter/Dart and practical experience developing cross-platform applications for Android and iOS;

Ø  Experience with Firebase (FCM, Crashlytics) and local databases (SQLite, Hive/Isar);

Ø  Experience in team development using Git;

Ø  Experience publishing apps to Google Play and the App Store;

Ø  Ability to write clean, maintainable and well-structured code.

 

Nice to have:

Ø  Experience integrating with Keycloak;

Ø  Experience with camera, biometrics (Face ID/Touch ID), geolocation and QR scanning;

Ø  Experience integrating with payment systems (Payme, Click, Uzum);

Ø  Familiarity with PWA or the Vue/Quasar ecosystem.

 

General requirements for candidates:

ü  Responsibility, initiative, and good organizational skills;

ü  Ability to work in a team and meet deadlines;

ü  Independence, analytical thinking, and a results-oriented mindset.

 

Working conditions:

ü  Contract duration — 3 (three) months;

ü  Compensation — determined by agreement of the parties;

ü  Working schedule — 5-day work week, 40 hours per week;

ü  Work format — on-site at the Academy office or hybrid mode by agreement.
