Legal protection of persons with disabilities: the principle of equality in law enforcement

The Law Enforcement Academy of the Republic of Uzbekistan, in cooperation with the “SHAROIT PLYUS” Public Association of Persons with Disabilities (NGO) in Tashkent, held a roundtable discussion on protecting the rights of persons with disabilities and creating an inclusive environment. The meeting was organised ahead of the 20th anniversary of the adoption of the UN Convention on the Rights of Persons with Disabilities.

Students specialising in Prosecutorial Activities took part in the roundtable discussion. The discussion focused on the concept of disability and the approaches established by the Convention. According to these approaches, recognising rights alone is not sufficient; removing barriers that prevent people from exercising those rights is also an essential condition for ensuring equality.

Participants discussed preventing discrimination, creating equal opportunities in education and employment, and ensuring the participation of persons with disabilities in public life. The responsibilities of government bodies and public organisations, as well as the role of law enforcement agencies in protecting rights and freedoms, were also examined in detail.

The relevance of the topic is also reflected in amendments to national legislation. In 2024, provisions were introduced into the Law “On the Rights of Persons with Disabilities” aimed at ensuring equal access to justice and the participation of persons with disabilities at all stages of judicial proceedings, as well as during the inquiry and preliminary investigation stages. These provisions establish a clear requirement for law enforcement agencies: persons with disabilities must be able to participate in procedural actions on an equal basis with others.

During the open discussion, students asked experts questions and exchanged views. The event helps foster respect for human rights, social responsibility and inclusive thinking among future law enforcement officers.
