The Academy of the Ministry of Internal Affairs – a regional platform for contemporary security issues


In a context where contemporary security issues are of pressing importance, the need to prepare for crisis situations, manage their consequences effectively, and develop analytical mechanisms is growing. From this perspective, the Academy of the Ministry of Internal Affairs hosted the next international seminar titled “After the Crisis: Analyzing Post-Crisis Management Following Large-Scale Terrorist Attacks” as a regional professional platform for contemporary security matters.

The event was organized in cooperation with the EU-ACT project of the European Union, aimed at combating organized crime and terrorism. Its primary goal was to enhance the professional capacity of law enforcement personnel, improve mechanisms for countering modern security threats, and further strengthen international cooperation.

During the five-day seminar, representatives from the Office of the Prosecutor General of the Republic of Uzbekistan, the State Security Service, the Ministry of Internal Affairs, the National Guard, and other competent authorities, as well as their colleagues from Kazakhstan, Kyrgyzstan, and Tajikistan, participated. Such a format serves to exchange advanced experiences in ensuring security, develop coordinated approaches, and strengthen regional cooperation.

This seminar represents the third stage of the training program. Building on the previously held events “Before the Crisis” and “During the Crisis”, this stage focuses on stabilizing post-crisis situations, conducting in-depth analyses of implemented measures, reassessing risks, and establishing systematic approaches to prevent similar incidents in the future.

International-level experts from France were invited to the seminar. They are experienced professionals who have directly participated in addressing the consequences of terrorist attacks in European countries, ensuring public safety, and conducting special operations. Their practical experience provides participants with the opportunity to master advanced approaches for rapid decision-making, inter-agency coordination, and developing analytical mechanisms in crisis situations.

Within the program, interactive sessions are organized to enhance advanced methodologies, practical case studies, scenario-based exercises (tabletop exercises), national plans, and audit mechanisms. In addition, separate meetings are planned to facilitate professional dialogue and experience sharing.

This event further strengthens the Academy’s position as a specialized center in the region, integrating education, analysis, and scientific research on contemporary security challenges. In collaboration with international partners, the Academy continues its consistent efforts to enhance institutional capacity, apply analytical approaches in practice, and ensure public safety.
