International Conference at the Academy: Modern Approaches to Training Law Enforcement Personnel in the Context of Digital Transformation

On April 16, 2026, the Law Enforcement Academy of the Republic of Uzbekistan hosted an international scientific and practical conference dedicated to modern approaches to training law enforcement personnel in the context of rapidly developing cybersecurity, artificial intelligence, and digital technologies.

The event was organized in cooperation with the “El-Yurt Umidi” Foundation and held in a hybrid format. The conference brought together around 40 foreign and international experts from more than 10 countries and international organizations, as well as local experts, representatives of educational and law enforcement institutions, international organizations, and the diplomatic corps.

The plenary session was moderated by Deputy Head of the Academy U.U. Nigmadjanov. Opening remarks were delivered by First Deputy Head of the Academy Ye.V. Kolenko and Executive Director of the “El-Yurt Umidi” Foundation G.S. Ismailova.

During the plenary session, Ye.V. Kolenko presented a new cascading system of professional development and international internships for law enforcement and security personnel. He emphasized that, in the context of increasingly complex modern threats, the transformation of the personnel training system is becoming an integral part of ensuring national security.

He noted that the key priority is to train a new generation of specialists capable not only of responding to existing challenges but also of anticipating them, effectively utilizing artificial intelligence, cybersecurity tools, and advanced analytical instruments. Special attention was also given to the transition toward a fundamentally new model of personnel training based on the integration of education, science, and practice, as well as the importance of expanding international cooperation.

Throughout the conference, participants discussed key directions for transforming the training system, including the introduction of modern technologies into education and practical activities, the development of international cooperation, and the expansion of professional training programs.

A separate block of presentations was devoted to the modernization of training and professional development systems for law enforcement personnel. Approaches such as the introduction of a cascading training model, expansion of international internships, and opportunities for studying abroad were presented.

Significant attention was paid to the technological aspects of security. Topics included artificial intelligence, digital forensics, quantum computing, machine learning, and the use of digital evidence in law enforcement and judicial activities.

As a distinct focus area, practical solutions were discussed for combating cyber threats, developing anti-fraud systems, integrating drones and robotics, and improving interagency cooperation in the digital environment.

Presentations by international experts provided valuable insights into advanced foreign practices in personnel training and the implementation of innovative technologies, as well as helped identify перспективные направления for further development of professional education systems.

Following the conference, the Academy signed bilateral memorandums aimed at strengthening international cooperation with the “El-Yurt Umidi” Foundation and the Office of the International Criminal Investigative Training Assistance Program (ICITAP) of the U.S. Department of Justice.

The conference served as an important platform for exchanging best practices, discussing modern challenges, and developing practical solutions in the field of training law enforcement personnel.
