The working group of the Law Enforcement Academy of the Republic of Uzbekistan studied the criminogenic situation in the Alisher Navoiy and Mirzo Ulugbek mahallas of Olmaliq city, Tashkent region. The area-specific characteristics of offences and factors affecting crime were analysed.

The study was conducted as part of the implementation of Resolution No. PQ–1 of the President of the Republic of Uzbekistan dated 5 January 2026, “On Additional Measures Aimed at Introducing a Comprehensive Targeted Work System to Create a Safe Environment in the Mahallas of the Republic”. This activity is part of the Academy’s comprehensive scientific and practical work aimed at early prevention of offences and the formation of a safe and stable social environment in the cities of Olmaliq and Angren.

As a result of the studies conducted in the two cities, targeted scientific and practical recommendations were developed to prevent crime and eliminate its causes and conditions, taking into account the specific characteristics of the areas. Work is currently continuing to implement these recommendations in practice, regularly assess the effectiveness of preventive measures, and study their impact on the state of offences.

The Academy is also organising training seminars for members of the “mahalla seven” with the aim of strengthening the prevention system in mahallas. Based on the analyses, the working group is providing scientifically grounded proposals for introducing a targeted prevention system.
