Dissertation defence on improving anti-corruption monitoring held at the Academy

A dissertation defence was held at a meeting of the Scientific Council DSc.24/2026.31.01.Yu.01.02 under the Law Enforcement Academy of the Republic of Uzbekistan. The dissertation, entitled “Improving the Organizational and Legal Framework for Anti-Corruption Monitoring in the Republic of Uzbekistan”, was presented by the Academy’s basic doctoral student, Bogdan Olegovich Yumatov, for the degree of Doctor of Philosophy (PhD) in Law, in the specialty 12.00.12 – “Corruption Issues (Legal Sciences)”.

The study focuses on establishing a national anti-corruption monitoring system. The dissertation analyses its organizational, legal and institutional foundations, as well as existing mechanisms for assessing corruption. It also substantiates the need for systematic measurement of the state of corruption and evaluation of the effectiveness of anti-corruption measures.

The practical outcomes include a model for the phased establishment and implementation of a national anti-corruption monitoring system, a draft Law of the Republic of Uzbekistan “On Anti-Corruption Monitoring”, draft resolutions of the President of the Republic of Uzbekistan, and proposals for improving legislation. Proposals have also been developed for creating a unified electronic platform to collect, integrate and analyse data in the field of combating corruption.
