A defence of the dissertation by Muhsin Shavqiddin ugli Kholmirzaev, entitled “Issues of Improving the Field of Criminological Crime Forecasting”, was held at a meeting of the Scientific Council DSc.24/2026.31.01.Yu.01.02 under the Law Enforcement Academy of the Republic of Uzbekistan. The dissertation was submitted for the degree of Doctor of Philosophy (PhD) in Law in the speciality 12.00.15 – “Criminology”.
The aim of the research is to conduct a comprehensive theoretical and practical study of criminological crime forecasting and to develop scientifically grounded proposals and recommendations aimed at improving the legislation of the Republic of Uzbekistan and law enforcement practice.
The study substantiates the need to establish targeted quarterly measures to address factors affecting the criminogenic situation in mahallas and to assign responsible officials at the mahalla, district and regional levels to oversee their implementation. It also proposes holding a “Social Prevention Week” once a month and requiring investigators and inquiry officers to identify the factors contributing to crimes and submit proposals to preventive authorities on measures to eliminate them.
Another research innovation is the substantiation of the need to create and improve the “E-Criminology” module within the unified automated information system “E-Public Safety”. The module envisages the digitalisation of the activities and electronic document management of the Institute for Criminological Research of the Republic of Uzbekistan.
The practical significance of the research lies in the development of author-defined concepts of “criminological forecasting” and “criminological forecast”, requirements concerning the stages and methodology of forecasting, as well as criteria for distinguishing forecasting from prediction. The author has also prepared proposals for amendments to the Laws “On the Prosecutor’s Office” and “On Personal Data”, a concept for specialised software, a methodology for forecasting crime in regions, and a mechanism for developing criminological maps.
Following the defence, the Scientific Council recommended Muhsin Shavqiddin ugli Kholmirzaev’s dissertation for the award of the degree of Doctor of Philosophy (PhD) in Law.
